Josaphat: first property development phase

The Urban Development Corporation (SAU-MSI) is launching a public procurement procedure to appoint a developer responsible for carrying out the first property development phase of the new sustainable district, Josaphat.

With an above-ground floor area of 66,000 m², half of this first phase consists of housing to be sold on the property market and half of public housing of various types.

The SAU-MSI, which owns the site, the SLRB-BGHM, citydev.brussels and the Housing Fund are joining forces to carry out this operation. The SAU-MSI will be the contracting authority.

The contract will be awarded following a competitive dialogue.
The competitive dialogue procedure involves developing a solution with each participating developer, stage by stage. The best solutions can then be selected at each stage, and at the end of the process the contract can be awarded to the developer whose bid most accurately reflects the contracting authority’s requirements and ambitions.

The procedure is intended for developers who are able to demonstrate their ability to successfully develop a large-scale, complex urban project, involving the construction and marketing of extensive residential spaces and the development of urban public spaces.

The developer may join forces with other economic operators (property developers, construction firms, financial institutions etc.) to form a consortium with the joint capacity to take on the procedure’s economic and technical commitments.

The aim of the qualitative selection is to pick a maximum of seven candidates who will be invited to participate in the competitive dialogue. This selection will consist exclusively of developers and their partners; architects are not involved at this stage.

During the first stage of the dialogue, after a preliminary discussion with the contracting authority, the developers included in the qualitative selection will be invited to propose a design team, consisting of at least three architectural firms and one landscape design firm.

  • Land area:  3.63 ha
  • Maximum permissible gross above-ground area 66,000 m²

a. Private housing to be sold on the property market: 30,200 to 33,000 m²
b. Social housing for rent: 15,000 to 16,000 m²
c. Middle-income housing for sale: 14,000 to 15,000 m²
d. Social housing for sale: 2,500 to 2,800 m²
e. Local shops and professional premises: 1,500 to 2,000 m²

  • Housing to be sold: 44,200 to 48,000 m² (a + c)
  • Contract in four tranches to be awarded to a single tenderer:

o Tranche 1: private housing, local shops and professional premises;
o Tranche 2: citydev.brussels middle-income housing for sale;
o Tranche 3: SLRB-BGHM social housing for rent;
o Tranche 4: Housing Fund social housing for sale.

  • Parking: 0.7 spaces per dwelling for each of the four tranches.
  • Maximum completion time: seven  years.
  • Main procedure milestones:

o 28 February 2018: deadline for submission of participation applications.
Approximate timetable:
o March 2018: selection of participants;
o May 2018: proposal of design teams by participants;
o July 2018: submission of first proposals;
o November 2018: submission of second proposals;
o May 2019: submission of final bids;
o September 2019: award of contract.
